Can I buy DV360 directly from Google?

No. In Australia and New Zealand, DV360 (and the rest of the GMP suite) is sold exclusively through authorised Sales Partners. The Sales Partner resells the licence to you under contract, handles billing, and operates the support relationship with Google on your behalf.
